Can CoCT afford to relax water restrictions this winter?

Dr. Kevin Winter, of the Future Water Institute of the University of Cape Town, says that the city of Cape Town does not need to wait until the Department of Water and Water sanitation eases the water restrictions.

He says the department is simply acting responsibly by saying that restrictions can only be eased at the end of the winter or when dam levels reach 85% (whichever comes first) .

The city of Cape Town, on the other hand, says that it can not relax restrictions without the consent of the department. The winter says that at this point, the City can only ensure that it complies with the water license requirements issued by the ministry.
