Johannesburg – The DA asked the South African Social Security Agency (Sbada) to investigate the reasons why a neighborhood counselor in Northern Cape receives a stipend. disability.

The ANC Ward Councilor, Martin Papers of the Kai Municipality! Garib, would earn 690 rand in disability allowance in addition to his monthly salary of 23 000 rand.

The prosecutor claims that Papers has received the grant since his election. a district councilor in the local government elections in 2016.

Harold McGluwa of the DA said that a number of people have been filing complaints about Papers for months without success.

"Papiers' confidence in his comrades from the Sbada branch in Keimoes has led him to arrogantly defy community members who, on numerous occasions, have denounced him to local authorities. Sbada, but to no avail – stealing funds from the state, but choose to close your eyes, "said McGluwa.

Papers do not meet the minimum threshold required to obtain a disability allowance, McGluwa said.

"Legally speaking, you can only claim a disability allowance if you earn more than R78 120 if you are single or R156 240 if you are married," said McGluwa.

According to Sbada's rules on its website, it is not illegal to receive a disability allowance while earning an income, but the agency has a resource test that badesses whether or not a person could qualify for the grant. This test usually weighs if a disabled person does not have the means to support himself.
