It was a highly anticipated speech. On Tuesday, Emmanuel Macron unveiled the government's roadmap for ecological transition. He also took advantage of this speech to respond to the wrath of the Yellow Vests, explaining not wanting to oppose the problems of purchasing power of the French and those related to the degradation of the planet: "To the French who say: 'We hear the President, the government, they are talking about the end of the world and we are talking about the end of the month, we are going to treat both, we have to treat both ". Nuclear: we reduce, but we do not close
The Head of State first confirmed the closure of the Fessenheim plant by 2020. He also mentioned the closure of 12 other reactors between 2025 and 2035, including 4 to 6 by 2030. Note however that there will be complete closure of nuclear sites to limit the social and economic consequences, promised Emmanuel Macron.
On the other hand, he did not announce the creation of new EPRs. He prefers on this topic to delay and asked EDF to work on different scenarios by 2021 to then make the best choices. Finally, he confirmed the objective of closing the last coal-fired power plants on the territory by 2022.
The goal of 50% nuclear energy in the French energy mix by 2035 has been renewed. Hence the need to mbadively develop renewable energies to try this commitment. In this area, Emmanuel Macron wants the wind farm to be tripled by 2030 and a multiplication by five of photovoltaic. Without providing precise figures, he also pleaded for the development of offshore wind.
"We are focusing our efforts on the development of the most competitive renewable energies, and because we are paying attention to the purchasing power of the French, we will be demanding with the professionals on lowering costs," he said. That is why the budget allocated to renewable energies will be increased over the years. Of 5 billion euros currently, he will wait for 7 to 8 billion, promised Emmanuel Macron.
There will be no rollback on the carbon tax and therefore on the increase in fuel tax on 1 January. Emmanuel Macron repeated it, the course will be maintained for the sake of coherence. Nevertheless, he suggested that the taxation of fuels would be adapted to fluctuations in the cost of a barrel. "I hear the discomfort that has focused on the price of fuel," he said, suggesting "to adapt any new tax hike to changing oil markets" in order to "mitigate" the effect for citizens. If the return of the floating TIPP seems at this stage unlikely, a fuel tax badessment "every quarter" is under consideration.
Renovation of housing
To ensure the ecological transition, a decline in electricity consumption is inevitable, said Emmanuel Macron. To achieve this goal, the renovation of housing will be a necessity. That's why he promised 9 billion euros of investment to ensure better insulation of buildings. Other specific measures on this subject should be unveiled very soon by the government.
High Council for Climate
Announced this weekend, Emmanuel Macron spoke very briefly about the creation of a High Council for Climate, responsible in particular for "re-establish facts, scientific truth" to improve public debate. Launch of a major national consultation
This is one of Emmanuel Macron's answers to the Yellow Vests.
