The first Xbox is a traditional gaming console, the type of device you expect from the brand, and also the hardware you have placed under the TV for complete performance locally. According to Sam's own information, he could not have known too much because the development is still in its infancy.
The second device, centered on streaming, which he is hearing nowadays, however, more and more: "Scarlett Cloud", as a person called the solution, is a streaming game service that is ongoing since 2013. Cloud Console
The "Scarlett Cloud" material is a device with low energy consumption. Microsoft would have been able to solve the most important aspect of this type of game, namely the sensitivity to latency.
The "cloud console" will also bring limited hardware capabilities, mainly the process controller input, image processing and (most importantly) collision detection locally. Although these hardware components increase the price, the device will cost significantly cheaper than expected from a new generation of consoles.
The company wants to keep the price as low as possible, even now you deserve nothing in terms of hardware (like all other manufacturers). With the group's latest cloud focus, however, Microsoft could sell a lot more subscriptions to services such as Xbox Live, Gamepbad and, of course, digital games.

The game is partly run in the cloud and partly locally, the "secret" is that Microsoft manages to put the two components together so that the user does not notice the "merge". In the end, although Microsoft wants to sell hardware, but the ultimate goal is that you can reach and use Xbox services from any device.
