POS-KUPANG.COM – The announcement of the closure project of the localization of prostitution in the city of Kupang has become one of the topical topics addressed by the inhabitants of different places.
As usual, some people agree, many also refuse. Whatever the form of the controversy, the government of Kupang City still insists on the initial plan. Not just one or two places, but all the places known to be places of prostitution will be closed.
The Mayor of Kupang said he wanted to cover all types of existing prostitution without being selective (Pos Kupang, 22/10/2018, p. 1-7).

Earlier, it was reported that this effort was one of the measures taken by the government of Kupang City to reduce the prevalence of HIV / AIDS, an increase that would continue to increase each year.
Kupang City's anxiety about the prevalence of HIV / AIDS is reasonable. Between 2000 and June 2017, 1,129 cases were recorded, including 783 people living with HIV and 346 AIDS cases (timorexpress.fajar.co.id). Then, it was found that the latest data in June 2018 had increased significantly, reaching 1,323 cases (Dawainusa.com).
Is the closure of prostitution a place where the incidence of HIV / AIDS can decrease? The answer may be yes and no. Yes, because badual contact with infected bad workers is one of the sources of HIV transmission.
No, because HIV / AIDS observers have arguments in favor of closing the place of prostitution to make it difficult to control groups at risk of being known for HIV / AIDS.
The second argument above is actually easily broken if we end with a well-planned process. As a nurse (health worker), I certainly support the Kupang City government's plan, not just the cause of HIV / AIDS transmission, but there are also many other social issues related to HIV / AIDS. Existence of a place of prostitution.
In addition to causing and spreading venereal and skin diseases, the presence of localization is also a factor of harm to family life; damage to the moral, moral, legal and religious grounds; and human exploitation by other human beings (Kartini Kartono, 2003).
