A former Premier League referee was fined in Mullingar Town and the incident that resulted in the hospitalization of the referee Daniel Sweeney.
Keith Hackett also said that much more needs to be done to ensure the safety of match officials, especially at the local level.
"We have to put an end to it," BBC Sport told a former Champions League boss.
"Too many referees are scared, they give up the game or end up at the hospital.Only one is enough.But this particular case in Ireland shows how bad it can be."
Hackett also called the fine of € 500 inflicted on Mullingar Town's "joke".
The three players involved in the incident were suspended for a period of 40 years.
