The CervicalCheck screening service now has a backlog of about 78,000 slides to review.
It also takes up to 27 weeks to provide reports on cancer controls.
The HSE was concerned about the time taken by laboratories to report smear checks, which now averages 93 days.
Today, the Oireachtas Health Committee will hear the HSE and the Ministry of Health on the latest developments.
In addition, more than 1,070 women diagnosed with cervical cancer have agreed to participate in a government review of their original slides by a British team.
The CervicalCheck crisis appeared last April, when the details of Vicky Phelan's case were made public.
The mother of two young children was awarded 2.5 million euros in a settlement against the American laboratory that had performed the test after a false negative result in 2011.
More than 200 women have been affected by the crisis, some of whom have died since then, and the government has promised to provide free screening for women.
This led to a substantial increase in the number of screening tests submitted last year.
Elsewhere, the High Court learned yesterday that there were not enough judges to hear the case of women suing for alleged misreading of their cervicalCheck smear tests.
The court is currently hearing evidence of the action brought by Ruth Morrissey, a patient with end-stage cervical cancer.
