The average test positivity rate must be less than 12% for three consecutive days, the availability of hospital beds must remain above 20% for three consecutive days, and the number of COVID-19 patients in the hospital must decrease for seven of the last 10 days.

Five regions reach the threshold of availability of hospital beds. Regions 1 and 9 have reported seven or more days of decreases in the number of coronavirus patients. But only one region, Region 3, reduced its test positivity rate below 12%.

Region 1 (Rockford EMS region)
