Museveni: There is no organized authority in Somalia

Ugandan President Yoweri Museveni described Somalia as a stateless country with no "organized authority" in a televised speech in the capital, Kampala.

He said Somalia was an example, but he stopped naming other countries "for diplomatic reasons".

Mr. Museveni was speaking at an annual conference of judges.

In his speech, Mr. Museveni also questioned the effectiveness of the UN.

He criticized the United Nations for being in Congo "since 1960, but people are dying like flies."

The President doubted the security provided by UN troops as he pursued:
