DCI's director, George Kinoti, said that East African countries should be ruthless towards the cartels that are at the center of the crime.
"We must be merciless against these cartels (…) we will stop it," he said.
Kinoti spoke on Tuesday at the opening of a two-day meeting bringing together state attorneys from East Africa.
he said that the only mechanism for dealing with cartels is the East Africa region meeting, as the criminal units are well organized.
The dCI's boss said that contraband, terrorism and robbery were the main crimes committed by several countries.

Kinoti has issued a warning to people who steal money in their country and are going to invest in other countries.
"You will never fly to another country and do not live to enjoy the sweat of others when you are in another country. We will smoke you as a criminal, "he said.
The Director of Public Prosecutions, Noordin Haji, stated that transnational organized crime requires countries to encourage and strengthen regional and international cooperation to combat them.
Haji said that national, regional and intentional strategies should be supported to fight transnational crime.
The forum is organized by the Office of the Director of Criminal Investigations, which aims to strengthen collaboration among member countries to address complex cases and combat transnational crime.
