Chancellor Ammann Arpad Major, meanwhile, stated that he had not voted on the application because it was a licensing procedure. to build legally valid. In addition, the fence was approved by the budget by the sovereign. Indeed, since May, the building permit is available. The fence warmed the spirits at Kaisten but for a while. The fence posts have been standing for about a year, the construction application has submitted the municipality later.

Mid-turn of the local council

Now follows the U-turn in the history of Zaunbau. The fence at the mill pond is not built. This communicated the municipal council in the consultation for the complaint. The board also made the request "to cancel the procedure as irrelevant because it has made its content," says Michael Frank of the municipal department's legal department. "The local council has re-consulted this case after the municipal assembly," says community writer Manuel Corpataux. He then decided, "taking into account the reactions of the people and the political opinion", to give up the fencing of the pond. "Existing positions should be removed later this summer," says Corpataux

The complaint was handled by Schnetzler, Zaun's stated opponent. It is now probably written off by the community ministry. Schnetzler thanks all residents of Kaisten and Ittenthal who have expressed their sympathy and support since the complaint was made public. "They are the cornerstones of the fact that the fence is not built now."

But even if his main concern is now taken, Schnetzler continues to criticize the political process. In the 2017 budget, the fence had been "well encrypted and hidden" contained, in the bid and minutes of the community meeting then, the words Zaunbau and Mühleweiher completely missing, he criticized. The legal evidence, voters agreed to build a fence, could not be justified in his opinion, says Schnetzler. He also continues to criticize the expiry of the building permit procedure.

One thing is clear to him: the "total tragedy" laid a milestone for the future of municipal politics. The local council should take note that "in the future" the community documents will be truthful, serious with all the details and without restriction "as a point of the agenda for the vote.
