Last December 's drama, when Carl I. Hagen' s long – time Nobel dream was wiped out by an emergency intervention in Storting, laid the groundwork for changing the current electoral system.
The decision was completely in place. Carl I. Hagen should not sit on the Nobel Committee.
At that time, the majority of voices confirmed the principle that neither Parliament nor parliamentary delegates can sit on the prestigious committee that shares the Nobel Peace Prize.
Last Tuesday, the Storting continued its work and decided that no person holding senior positions in the public service or in international organizations should be eligible for this prestigious committee.
The reason for this is the obvious need for the Nobel Committee to be seen as independent from the Norwegian and international steering committee.
But, like last year, the name of Thorbjørn Jan appears again this time. He is not only the former Norwegian Prime Minister, he is also Deputy Secretary General of the Council of Europe – a position that clearly goes against the intentions of independence.
Jagland served as Chair of the Nobel Committee from 2009 to 2015 – and has had several members since.
But the decision of the parliament does not have retroactive effect.
Jagland will not be removed from office by a committee in which he was previously elected, which allowed Carl I. Hagen to panic Tuesday before the Speaker of Parliament.
The garden feels unjustly treated and claims that the emergency response last year had retroactive strength when the other parties put all the clothes to stop him.
But the comparison of Carl I. Hagens slows down.
He is right in saying that last year 's emergency response could clearly be personally interpreted against him, and not just against important principles. But there is a big difference between throwing a seated member. The garden has never been chosen.

However, the former Frp leader is right in the main message; Jagland should withdraw from the Nobel Committee.
The fact that Thorbjørn Jagland doubles his place contradicts the wish expressed by the parliamentary majority last year. This is also contrary to the intentions of the clear majority decision today.
The goal of parliament is not to misunderstand:
This is to move away from a sedation where rejected politicians are given the Nobel quorum as a sort of honorific post at retirement age. And to ensure as much as possible competent and independent members to share one of the most prestigious awards in the world.
As former chairman of the committee and Secretary General of the Council of Europe, Thorbjørn Jagland is of course competent. But he is not independent.
As a leader of the Council of Europe, Jagland counts on many world leaders. He should therefore withdraw from the Nobel Committee, in accordance with the intentions of the Storting.
