The case has so far been described as a "social stop" case. On Wednesday, it became clear that prosecutors in Troms and Finnmark accused Svein Ludvigsen of sexually assaulting three people.

The assaults should have occurred during the period when Ludvigsen was county governor in Troms. According to the prosecution, he allegedly sought one of three insults in institutions under the control of the county governor and was allowed to go to his cabin and his home.

"He used a terrible position as a resource subject and particularly vulnerable in a young single asylum seeker," the prosecution said.

"We have appealed because we believe that there is a correlation between the prosecution of the accused and the perpetrators," said Tor Børge Nordmo's lawyer at a press conference in Tromsø on Wednesday morning .

"The position that he had at the time is central to the case," Nordmo said.

Nordmo assumes that the case will be planned before the summer of 2019.

Through his lawyer Ulf E. Hansen, Svein Ludvigsen still rejects all allegations contained in the prosecution and claims that he is innocent.

The appeal concerns violations of Article 193 of the Penal Code in case of abuse of position against one person during the period 2011-2014 and of Abuse of position / trust and / or exploitation of mental retardation to another in May / June 2014. The penal code of this section is limited to six years in prison.

The referral describes how Ludvigsen should have looked for a mentally retarded, light-hearted man at his home in an institution under the governor's supervision, and that he should have "The door to believe that he had the power and the authority to give and deprive him of his citizenship".

On one occasion in 2014, he reportedly had sex with a man in a hotel room in Oslo.

The opposition also deals with two violations of Article 224, first paragraph of the Criminal Code, relating to the use of two persons in situations of vulnerability for sexual purposes, one in 2011-2017 and the summer / autumn 2014.

Five weeks in detention

On January 3, 2018, he was arrested by police in Troms, accused of having exploited his position to have sex with a man.

The investigation against Ludvigsen began after a man in the 1920s informed a public body of the conditions in which he felt exposed.

Ludvigsen was detained for five weeks and when he was released, the charges against him were extended to three men.

At the same time, the police also opened new investigations after Louisvigsen's notification in 2015. He was later warned by a 1930s man of a similar relationship. This case was the subject of an investigation and was eventually abandoned.

The man who later reported that the summit had been, during the new investigation, defined as offended in the ongoing case.

The police had the case back

Ludvigsen has by his defender Ulf E. Hansen, said that he refuses to pay a penalty.

In the summer of 2018, Tromsø police closed the investigation and referred the case to the prosecutor.

However, the Attorney General Tor Børge Nordmo returned the case in turn, stating that there had been no investigation.

Among other things, a new hearing of the victims should be done. Expertise should also be conducted by one of the offenders.

– The police investigated the case thoroughly and thoroughly. The investigation after the referral was important, among other things, considering the second point of the lawsuit, when we had an assessment of insulted by an expert, said Attorney General Tor Børge Nordmo.

This point of the accusation is that Ludvigsen will abuse his position against a mentally handicapped person.

Central and profiled

Ludvigsen was a very central politician and profiled both locally and nationally. He was Troms Høyre's parliamentary representative from 1989 to 2001.

He was a member of the Fisheries Committee in 1989, chairman of the Nutrition Committee in 1993-97, before being appointed vice-president of the League and secretary of the Control and Constitution Committee during his last Storting period.

From 2001 to 2005, he was Minister of Fisheries and Coastal Affairs in the second government of Kjell Magne Bondevik.

He was appointed county governor at Troms on August 31, 2001, but began working until January 17, 2006 due to his position on the government board. Ludvigsen resigned as county governor in the summer of 2014 and later retired.

In June 2017, he was appointed by the government to participate in a committee of experts to determine the problems facing the new regions or county municipalities.
