The KNM Helge Ingstad frigate crew estimated, prior to the collision, that the tanker Sola TS was "a stationary object", according to the Havarikommission.

Thought that they were communicating with others
When the frigate was called over the communication, they stated that they could not tip to starboard, because of the misunderstanding that the lights were at a standstill.
"They also thought that they were communicating with one of the three ships from the north that they followed on the radar. Helge Ingstad, a member of the KNM, realized that they were following a collision course and that it was impossible to avoid the collision, is mentioned in the preliminary report.
Just before the accident, the tanker touched "the whole hill", while the frigate tried at the last minute to steal a kidney.
