– The person contacted the police after the trial against the accused was known. He was abroad, "said Police Inspector Elin Norgård Strand of the Troms Police District.

Svein Ludvigsen was charged with assault in January 2018. Yesterday the police charged.

The police tried to question the person but failed. The man was at one time asylum seeker in Norway.

"When he contacted the police, he found himself in another European country and had no legal residence," Strand said.

On Wednesday, it was announced that the Attorney General of Troms and Finnmark had brought an action against the former Minister of Fisheries and County Governor, Svein H. Ludvigsen (72). He is accused of having exploited his county governorship and sexually assaulting three young men, all of whom came to Norway as asylum seekers. The 72-year-old refuses to pay a penalty.

Not actively seeking more potential offenders

The investigation into the Ludvigsen case is now over. The police do not actively search for other offenders.

"If we continue our investigation, it must be based on new information," said a Troms district police inspector.

Up to 100 witnesses were interviewed in the case of assault. Among other things, various organizations, environments and the circle of people surrounding the accused and offenders are questioned about it.

Returned to the 1990s

According to the Northern Region of Childhood, Youth and Family (Bufetat), Ludvigsen personally solicited several child protection institutions when he was county governor in Troms. The role of the former Higher Council of Ministers led to an internal discussion between Bufetat and the Directorate of Children, Youth and Family (Bufdir). They concluded that there was no basis for investigating Ludvigsen's visit to various child protection institutions.

– This was part of the investigation. The documentation has been obtained and attested. The defendants were also questioned about this, says Norgård Strand.

– How far are police investigations going?

"During the investigation, we left information back to the 90s, but the investigation focused mainly on the 2000s," replies the police inspector.

Do not recognize penalties

Yesterday, Ludvigsen defender Ulf E. Hansen said Ludvigsen completely refuted the accusation and did not recognize the criminal charges.

"Of course, he is disappointed that an action has been taken. At the same time, he is so prepared that it might be good to take the case to court so that he can not do anything about it. it can be defended, Hansen told Nordlys.

Ludvigsen completely disputed the charges and had sexual contact with the three insults.

"He has so far had an isolated relationship with that, so he is ready to explain and bring that to court." But it is clear that such an accusation must weigh on oneself, "said the defender.
