The Troms and Finnmark prosecutor said in a press release at 10 am Wednesday morning.
It seems that Svein Ludvigsen, in the press release described as former politician, is charged with sexual assault against three people.
More specifically, the charge is as follows:
- Violation of Article 193 of the former Penal Code, which applied until the autumn of 2015, for "In case of abuse of position against a person in the during the 2011-2014 period and abuse of position / trust and / or exploitation of mental retardation towards another on an occasion May / June 2014 ".
- Two violations of Article 224, first paragraph, also in the former Criminal Code, "to exploit for sexual purposes two people in vulnerable situations, one during the period 2011-2017 and a summer / autumn 2014 ".
The appeal was sent to the Nord-Troms District Court, but no date has yet been set for the trial.
Go out in January
Since last December, the police have opened an investigation against Ludvigsen for sexual assault and exploitation of people in vulnerable situations.
Ludvigsen was arrested on January 3rd of this year. Two days later, the arrest was known by Nordlys. The community summit was held for five weeks.
Ludvigsen has always denied the punishment and denies having sexual contact with the culprits.
The prosecution now believes that the evidence is strong enough for the case to be tried by the court.

County Governor for eight years
Ludvigsen was county governor at Troms for eight years, from 2006 to 2014. This governor is the state representative in the county and is responsible for monitoring the resolutions, objectives and guidelines given by the Storting and the government.
The committee designates, among other things, representatives of single asylum seekers under the age of 18 and supervises care centers for single asylum seekers under 15 years of age.
The county governor is also the supervisory authority of the municipal child protection services.
As County Governor, Svein Ludvigsen has demonstrated a strong commitment to children, youth and refugees.
Nordlys and most other media have until now anonymized Ludvigsen. Now that a charge has been laid against the headquarters, Nordlys has chosen to publish the name.
Former Minister of State
Svein Ludvigsen from Hillesøy, in the municipality of Tromsø, is one of the most competent politicians and community leaders in northern Norway.
Prior to joining the County Council in 2006, Ludvigsen was Minister of Fisheries and Coastal Affairs in Kjell Magne Bondevik's Second Government from 2001 to 2005 and Parliamentary Representative for the Right from 1989 to 2001.
Ludvigsen has also held several positions over the years, both political and various organizations of interest. From 2014 to 2016, he was president of the Troms Red Cross.
When Ludvigsen was arrested, he joined the expert committee tasked with tasks assigned to the county's new authorities.
Ludvigsen was named in 2005 knight of the order of St. Olav in 2005. This order is awarded as a "reward for the excellent merits of the homeland and humanity".

- Svein Ludvigsen, born July 18, 1946 in Hillesøy in Troms, is a former Norwegian director of Sparebanken Nord-Norge, leader and politician (H).
