Svein Harald Ludvigsen (72), former MP, Minister of Fisheries and Troms County Governor, is charged with sexual assault against three people.

The three offenders are named in the indictment as asylum seekers with limited resources, young, single. The prosecutor states that Ludvigsen used his position or that the perpetrators of the offense were in a vulnerable position in the face of all the abuses.

Sexual assaults include oral and oral sex, according to the indictment.

The sentence also describes an abuse that should have occurred in a car parked on a parking lot.

The prosecution says the former right-wing politician used his county governorship during the aggression.

Ludvigsen is charged under Article 193 of the Criminal Code, first paragraph. "Have sex in case of posture abuse, addiction or trust."

– Sad to all parties

The Troms County Governor did not comment on the case against the former county governor. Now they break the silence.

"No matter the outcome of the lawsuit, it's sad for all involved," said Elisabeth Vik Aspaker, Troms County Governor.

– Elisabeth Vik Aspaker has already had contacts with Svein Ludvigsen in many areas. It has therefore chosen to declare itself incompetent in consultation with the Department of Local Government and Modernization. The decision was made when the case was communicated to us. There was no doubt that the police had access to all relevant information, according to the press release.

According to the prosecution, the conditions must have been met during the 2011-2017 period for two offended offenders and for the summer / fall 2014 for the second offender.

Several of the conditions should have been fulfilled while Ludvigsen was county governor at Troms.

In early January of this year, Svein Ludvigsen was arrested and accused of having exploited his post to establish sexual contact with a man before the sentence was extended to three insults who all came to Norway as asylum seekers.

Shocking charges

More people with whom Dagbladet has been in contact, who has worked closely with him for several years, called the charges against him shocking in January.

The case was investigated this year by the Troms Police District.
