The Consumers Inspectorate informed Telenor Friday of the decision on the remaining fines if they continue to phone customers who booked sales by phone.
"We are very serious about this, these illegal calls are the rule most often violated by all the rules we apply, and the rules are tightened at the end of the year," said Elisabeth Lier Haugseth, Director of Consumer Safety at NRK.
Many reserve themselves
The complaint against Telenor started in 2015 and was notified to the Market Council, but the rules have changed again and, therefore, have not yet been processed.
More than 2 million telephone subscribers have reprogrammed telephone sales in one form or another via the Brønnøysund register.
A large part of the complaints come from those clients who think they have been contacted illegally.
There has long been a controversy over the rules that apply to contact those who are already customers of a company to offer these other services.
The Consumer Inspectorate monitored the number of telenor telephone sales complaints and had regular contacts with the company on this subject. The audit revealed that the number of complaints has increased in recent years. Among other things, many complaints come from broadband customers who have been contacted for subscriptions to mobile services.
Telenor has until December 14 to give its opinion on the decision of the authorities responsible for consumption.
– We received the letter with notification of decision. We are serious about the issue. We will now examine in detail the letter of the authorities in charge of consumption and make our comments before setting the deadline, "said Anders Krokan, Head of Communication at Telenor, NRK.
– Several system failures
Examination of complaints to the Consumers Inspectorate also revealed that Telenor had a so-called system error.
Telenor is a complex organization and a system error was generated during a file transfer from a Telenor subcontractor in September 2017. Information from the Brønnøysund registration offices does not exist. so were not properly aligned in their internal systems.
The discrepancy was corrected in April 2018, but 3186 consumers were called despite booking in the book of reservations.

In the decision, the AMF writes that the case concerns several issues:
"Business owners are forced to have rigorous routines to wash themselves against the reservation register, which ensures that reserved consumers are not called without a viable legal basis.
It is clear that Telenor's system errors resulted in illegal telephone sales to a large number of reserved consumers, totaling over 4,200 calls. It is also clear that Telenor is recovering from mistakes from its subcontractors. "
"Telenor has been active in telephone sales for many years and has not reached the threshold of legality.Now we mean that they have crossed this border and that this has consequences," said Elisabeth Lier Haugseth , Director of Consumer Safety.
She now announces that Telenor still has to pay thirty thousand dollars for every illegal phone sale.
