The former Minister and Troms County Governor will have invited miners to dinner, sauna and hotel.

This is clear from a decision rendered on January 15 of this year by the Hålogaland Court of Appeal. It was forbidden to publicly reproduce the decision of the Court of Appeal, but this ban was lifted following a request from VG.

The decision indicates that the police believe that Svein H. Ludvigsen sought minors in institutions without good reason.

"Aimed at a specific goal, and without going through the official channels, or alerting the guardians, having established contact with several minors minors having stayed in different institutions," says the decision of the Court of Appeal.

The information appears about a prison meeting after the expulsion of Ludvigsen was extended to the ill-treatment of three people and the use of their own position.

On Wednesday, it was announced that the Attorney General of Troms and Finnmark had brought an action against the former Minister of Fisheries and County Governor, Svein H. Ludvigsen (72). He is accused of having exploited his county governorship and sexually assaulting three young men, all of whom came to Norway as asylum seekers. The 72-year-old refuses to pay a penalty.

Sauna, dinner and accommodation at the hotel

It is clear from the court order that the former Minister of Justice should have invited the boys to "dinner, sauna, driving and lodging at the hotel".

"If the goal was to help the boys, it would be strongly suspected that this assistance would have been offered as part of the established routines and regulations, and in collaboration with those responsible and taking care of the boys."

Police believe that Ludvigen's approach goes in the direction of suspicion of "attempted sexual assault".

Responded to the understanding of Louis' role

On Wednesday, Regional Director Pål Christian Bergstrøm from the Child, Youth and Family Region (Bufetat) told North that Ludvig's interpretation of the county governor's oversight role for child protection institutions created uncertainty.

The defendant has described as "sensational" statements made to the regional director of Bufetat.

"The reverence of Bufetat makes a lot of sense when they later say that they have reacted to his way of solving the role," he said.

Hansen announced in an SMS sent to Aftenposten on Thursday afternoon that he had no other comments on the new information.
