President Michel Temer signed on Thursday (5), during a ceremony at the Palacio Plbadto, the provisional measure that creates the new Brazilian auto scheme, Rota 2030 Mobility and Logistics.

Because it is a PM, the new regime comes into force when it is published in the "Official Journal of the Union". The MP must be approved by the National Congress in 120 days, at the risk of losing its validity.
At the ceremony, Temer also signed a decree amending the table of incidence of the IPI, reducing aliquots for vehicles equipped with new propulsion technologies. Temer also signed a bill, which will be sent to Congress, allowing the use of the alleged IPI credit balance.
"The mere disclosure of this law will have extraordinary repercussions on the domestic and international market," said the president in a quick speech.
Temer had already stated in April that he intended to conclude the new regime in May.
The conclusion of the scheme was expected by the industry for months, since the previous regime, Inovar Auto, closed at the end of 2017.
The automakers said they needed to know the rules of the new model for planning future investments in countries.
Present in the law, the president of the National Association of Motor Vehicle Manufacturers (Anfavea) Antonio Megale addressed this theme.
"This program will bring predictability, improve our competitiveness and provide legal certainty," he said.
The delay in the creation of the new regime was due to a stalemate between the ministries of Industry, Trade and Services (Mdic) and the Treasury regarding the increase or reduction of taxes and the tax resignation for the manufacturers.

- Research and Development – will be granted credit up to R $ 1.5 billion. In order to take advantage of this advantage, the industry will have to guarantee a minimum contribution of R $ 5 billion per year in research and development
- Energy Efficiency – mandatory objective to increase energy efficiency 11% vehicles by 2022;
- Vehicle Labeling – Vehicles marketed in Brazil will receive labels that will inform consumers more directly about energy efficiency and equipment.

According to the Ministry of Industry, Trade and Services, the program was scheduled in three investment cycles over 15 years.
The main measure is to grant up to R 1.5 billion per year of corporate tax credit if the sector invests at least R $ 5 billion a year in research and development.
Each company will receive a credit equivalent to 10.2% of the total invested, which can be used to reduce the income tax (IR) and social contribution on net income (CSLL).
