According to the complaint of MPF, the system worked as follows: in exchange for favors granted to FW Engenharia in contracts with the state government – the contractor found a 37-fold increase in the volume of these contracts in the management of Cabral – Flávio Werneck made payments to the former governor's scheme. Bribes in the amount of R $ 1.7 million have been identified, according to the complaint.
Payments were made by Survey Mar e Serviços Ltda, a company owned by Alberto Conde, an accountant at FW Engenharia. For prosecutors, the company was also controlled by Flávio Werneck. In some cases, payments to the plan have been made to front companies. One of them, Araras Empreendimentos, belongs to Susana Neves, ex-wife of Cabral. Between 2011 and 2013, 31 deposits were identified with Araras, for a total of R $ 1.2 million.
Estalo Comunicação, owned by Maurício Cabral, brother of the former governor, is another company that benefited from the survey. The R $ 240,000 check was deposited on November 24, 2011.
