The Plácido Penal Institute of Sá Carvalho (IPPSC), located in the Bangu prison complex, in the western area of Rio de Janeiro, can not accommodate new prisoners.

In the past three years, 70 prisoners have died in Plácido de Sá Carvalho, many of them because of health problems and overcrowding. According to the decision, the Brazilian state "must take the necessary measures" so that "this decision does not allow new prisoners to become members of the CPSPPI".

The State also has six months, as of the IACHR decision, to double the number days of deprivation of liberty in the PSTC.
For these prisoners, the State must also organize, within four months, a criminological team composed of professionals, in particular psychologists and social workers, to badess the prognosis of behavior on the basis of signs of aggression and to decide the suitability of the duplicate computer
The decision still prohibits the transfer of prisoners by administrative decision. According to the IACHR, prisoners transferred by court order to other units must also count twice the days of their sentence in the IPPSC.
