The Plácido Penal Institute of Sá Carvalho (IPPSC), located in the Bangu prison complex, in the western area of Rio de Janeiro, can not accommodate new prisoners.

The decision still prohibits the transfer of prisoners by administrative decision. According to the IACHR, prisoners transferred by court order to other units must also count twice the days of their sentence in the IPPSC.
