RIO – The future Minister of Economy, Paulo Guedes, criticized Monday System S, composed of business entities and dedicated, among others, to vocational training in the country. Guedes criticized the costs of the system before an audience of businessmen gathered at the headquarters of the Federation of Industries of Rio de Janeiro (Firjan). For him, the cuts in the programs must be accentuated.
– You have to put the knife in the system S – said the future minister.
– The CUT loses and everything is the same here? If you have a good interlocutor, like Eduardo Eugênio (Gouveia, president of Firjan), reduce by 30%. Otherwise, reduce by 50%, "said Guedes, followed by laughter that filled the Firjan auditorium on Monday afternoon.
He also stated that "it is useless to take the sacrifices of others and not to give the example".
Guedes did not explain what he was talking about, but the labor reform, approved by the Michel Temer government, put an end to the compulsory union tax, which affected unions and recent trade union centers, such as the CUT.
After the intervention of Guedes, the president of Firjan, Eduardo Eugênio, told reporters present that he was in agreement with the need for a cost revision, while highlighting the importance of investing in the qualification of the workforce.
– Brazilian private and public institutions deserve to be re-examined to improve their costs. Minister Paulo Guedes, while saying he wants to cut the "S" budget, said that he did not want to harm programs that work, schools that work, that bring a change of life to the population. We are therefore very calm because it is a common goal – said Eduardo Eugenio.
According to the executive, the total resources devoted to sector S for industry, agriculture and trade amount to about 21 billion rubles a year. But he said that it is possible to find a synergy between these areas to "redefine resources". He emphasized, however, the importance of the programs.
– Across the civilized world, there are significant public resources for the qualification of the workforce. We must give young people the opportunity to discover better and better qualified jobs and better and more technically, "he said.
Understanding System S
The S system began to be implemented in Brazil to offer vocational training courses. The first to be created is the National Service for Industrial Learning (SENAI) in 1942. At present, nine entities are dedicated to vocational training in their respective fields of activity (industry trade, agribusiness, transport, cooperativism and entrepreneurship). All have their names starting with the letter "S".
Although private and administered by employers, the institutions are maintained through the contributions provided by the Constitution. Part of the corporate payroll is for employers in the category to which they belong. The law obliges them to allocate resources to professional development (through learning services) and to the social well-being of workers (through so-called social services).
The money collected by the government is fully distributed to the entities. In 2017, according to federal income, R $ 16.5 billion was transferred to System S entities. This year, up to October, R $ 14.4 billion.
The rates applied to the payroll for each entity vary from one sector to another. The percentages vary from 1% to 2.5% depending on the entities.
