The advantage for Trump is that government programs are funded until September 30, 2019, including those of the Departments of Defense, Labor, Health and Human Services.

President Trump himself had already predicted that the agreement would not be reached in time. "If the Democrats vote no, there will be a blockage that will last a long time," he wrote in a tweet.
