The Department of Economics will dispose of two of the three votes of the new National Monetary Council (CMN) . The new structure of the body that sets the inflation target and rules of the banking sector provides that the Minister of Economy, President of the Central Bank and special secretary to the Finance from the Ministry of Economy itself makes the decisions. Thus, two votes will be directly related to Paulo Guedes – the very vote of the Minister and his Secretary of Finance.
Before the arrival of the Jair Bolsonaro government, the CMN was composed of finance and planning ministers, as well as the president of the central bank. The votes therefore concerned three different portfolios and were represented by three different ministers of state.
The CMN is responsible in particular for setting the inflation target, regulating and ensuring the solvency and liquidity of the financial system, coordinating monetary, credit, budgetary, budgetary and public debt policies, as well as to guide financial institutions to create favorable conditions for the harmonious development of the national economy.
The Ministry of Economy will have 7 special secretaries
The Ministry of the Super Economy will have a series of activities and responsibilities that were previously in other files. With this reorganization, the ministry headed by Paulo Guedes will have, under its structure, seven special secretariats, 19 joint secretaries and an badistant secretary general, as well as a special council for strategic issues.
According to Provisional Measure 870 published in an extraordinary edition of the Official Journal of the Union, the new Ministry will have the Special Secretariat of Finance, which will be composed of four subordinate secretaries. The Special Secretariat for Federal Income will have a Deputy Secretary-General, while the Special Secretariat for Social Security will have up to two secretaries and the Special Secretariat for Foreign Trade and International Affairs will be responsible for three subordinate secretariats. .
To carry out the promised privatization plan, Guedes will have a special secretariat for privatization and divestiture, including up to two secretaries. There will also be the Special Secretariat for Productivity, Employment and Competitiveness including up to four secretariats, as well as the Special Secretariat for Debureaucratisation, Management and Digital Government including up to three secretaries. Another independent secretariat is provided for in the Ministry structure.
The Ministry will also be responsible for foreign trade activities, which were under the former Ministry of Industry and Foreign Trade (MDIC) as the executive secretariat of the Chamber of Foreign Trade and Trade. the Chamber of Foreign Trade. The economy will also be responsible for other activities related to the former Ministry of Labor, such as the National Labor Council, the Council of the Conservatives of the Working Time Guarantee Fund and the deliberative Council of the Aid to Work Fund. (FAT).
Guedes will also have under its structure the Office of the Attorney General of the National Treasury, a special council on strategic issues and the function of National Monetary Council
