The proposal, formulated by government technicians, is being badyzed by the Bolsonaro team. The text with the final modifications will be decided by the President.
The Minister of the Civil House, Onyx Lorenzoni, declares that the decree – a promise of the Bolsonaro campaign – will be revised until next week.

- Residents of municipalities with more than 10 homicides per 100,000 inhabitants. Most Brazilian capitals are in this range. A study of the Brazilian Public Security Forum shows that the national average was 30 murders per 100,000 inhabitants in 2017.
The proposal states that the prerequisites of the law are maintained as follows:
The decree amends the policy of possession of weapons, which was more restrictive. Investigators say that before, there were a lot of property refusal claims because the notion of actual need for a weapon was more subjective.
