RIO – The Ministry of Education (MEC) came back behind the new version of the National Textbook Program's edict, which suspended the version released on January 2. The new decree removed the restriction that banned the use of advertising in didactic works. In the new text, the body also removed the pbadage that required the work to be "error-free" and the desire to include "bibliographic revisions". The fight against violence against women and the promotion of quilombola culture would not be included in the document.

The notice serves as a guide for the acquisition of works distributed by the government to elementary students in the country's public schools. It is available on the website of the FNDE (National Fund for Education Development).

For the president of the All for Education movement, Priscila Cruz, editorial changes are still harmful to the process.

– So many changes create legal uncertainty in the process, which is extremely long, any rule change in the middle of the game would not be good – commented.

The agency said the change had been made by the previous management and sent to the FNDE on December 28. Andressa Pellanda, educational policy coordinator of the National Campaign for the Right to Education, is convinced that the rules are not changed.

It is important to reverse this change, especially because it shows that the reaction of the opinion of experts and academics has put pressure on the government, "he said. This comes and goes shows that decisions have not been made on a technical basis and are rather fragile. The government does not seem to understand the policies it publishes and publishes.

The National Union of Book Publishers (Snel) stated in a note that it was "following the movements of the reading and book sector in this early government" and that it would seek a debate active in this field.

Earlier, the rectification in the public announcement of the PNLD had been widely criticized. According to the experts, these changes would leave room for worrying problems such as the possibility of advertising in textbooks and the lack of bibliographical references in the editorial structure of the book.

Educators also criticized the removal of the requirement for content related to the fight against violence, which had already been expressed in the edict. According to them, as it is a program with strong capillarity throughout the country, the manual is an important tool for public awareness.

Last year, under the direction of Michel Temer, the MEC abolished the fight against homophobia and transphobia from the program's announcement. According to the text, it was sufficient for production to be "free of stereotypes or prejudices". The Temer government has also changed the book selection process, previously run by federal universities.

Read below the note from the MEC in its entirety:

"The Minister of Education, Ricardo Vélez Rodríguez, has decided to delete the fifth notice of rectification of the edict of PNLD 2020, published on January 2, in view of the errors detected in the document produced by management of the CEM and sent to the FNDE on December 28, 2018.

The MEC reaffirms its commitment to egalitarian education for the entire Brazilian population and denies any information that the Bolsonaro Government or Minister Ricardo Vélez has decided to delete the sections on correction of errors in publications, violence against women, advertising and quilombolas.
