The Court of Auditors of the Union (TCU) reported new inconsistencies in the accounts of System S, which are targeted by Jair Bolsonaro's economic team. The audit, which is still preliminary, reveals discrepancies in financial reporting and a lack of transparency in the application of entity-managed resources, which are managed by corporate contributions.

The 166-page report to which the newspaper O Estado de São Paulo proceeded. access, indicates that the nine institutions that make up the S system (including Sesi, Senai, Sesc and Sebrae) collected R $ 43 billion between 2015 and 2016 – the period during which the data were badyzed. This amount is obtained through contributions that companies pay on the payroll.

According to the TCU, the entities "do not correctly record their financial resources" and some of the information provided "is simply a matter of statements." According to the report, much of the financial statements are not certified by an internal audit or an external audit. And up to 90% of contracts with suppliers are not the subject of an offer. "Even in the absence of such a requirement, System S entities provide social services and should have the same governance as public bodies," said Saul Tourinho Leal, a lawyer at Ayres Britto.

Special Secretary for Productivity, Employment and Competitiveness Ministry Carlos Da Costa Da Costa, of the economy, said the new government was willing to open the "black box" system S. "The transparency of entity information is minimal," he said.

The Minister of Economy, Paulo Guedes, said in December to an audience of businessmen that it was necessary to "put the knife in the system" and said already determined that his team is studying a reduction in transfers.

The audit conducted by the TCU was requested in 2017 by Senator Ataídes de Oliveira (PSDB-TO), Chair of the Senate Committee on Transparency, Governance, Surveillance, Control and Consumer Protection.

The entities claimed that they had provided all the details requested by the TCU and that they attached great importance to transparency.

Available since the end of the month.
