Governor Mauro Mendes will lay down the Mato Grosso financial decree on Thursday (17) as an emergency measure to seek a rebalancing of state accounts.

He will explain the details of the decree at a press conference in Palácio Paiaguás, at 11 am

Mauro Mendes met Wednesday (16) in Brasilia with the Minister of Economy, Paulo Guedes, and presented him with the critical situation in which the state is currently located, with an accumulation of remaining debts in the order of R $ 3.9 billion.

The debt caused several months 'delay in the payment of essential service providers to the population, making it difficult to pay civil servants' salaries.

"The Mato Grosso has great potential, but worries about spending, leaf growth and transfers that the executive can no longer support. While the private economy is doing well , the state is deteriorating, it does not honor basic health and safety expenditures, and it risks undermining essential services for citizens' lives, "he said.

"Now wait for the approval of the Legislative Assembly to be able to implement this stimulus package," said the governor, who stressed the need for the approval of the decree by the power state legislature.

According to the governor, at the meeting, Minister Paulo Guedes approved the decision on the decree and also described the measure as "very precise".

"The minister clarified that only states that have the courage to take the right steps will be able to rebalance the accounts. He said it was time to expose the injuries and to communicate it to the people because this is our employer, "he said.

Mauro Mendes also recalled that he had already taken other drastic measures to ease the financial situation of the state, such as the proposals submitted to the Assembly to reduce the spending and to limit the irresponsible increase in executive spending

"We are also taking steps to improve revenue performance, by taxing the agri-food industry through funds and creating mechanisms to reduce expenditures and increase revenues. "

Elected Senator Jayme Campos also attended the meeting with the Minister. the deputy Victorio Galli; the federal deputies elected Emanuelzinho, Neri Geller, Nelson Barbudo and José Medeiros; and State Secretaries Mauro Carvalho (Civil House), Rogério Gallo (Fazenda), Gilberto Figueiredo (Health) and Cesar Miranda Lima (Economic Development)

The Rules Established in a Possible Decree on financial calamity are listed in Article 65 of the Fiscal Responsibility Act, which establishes public calamity. According to the experts, there is no specific reference to the financial situation because it is something very particular. But it is from this article that the states created the figure of "financial calamity"

Article 65 of the LRF changes the deadlines that the executive should respect if it existed overflow limits with the payroll. This is the case of Mato Grosso which, according to the data of the second semester of 2018, spent 54.29% of its turnover on salary. According to legislation, the maximum limit is 49%.

According to the FRL, under normal circumstances, the state should eliminate the excess percentage over the next two quarters. With the state of disaster, Mato Grosso would not have to meet deadlines to control his staff expenses.

In addition, the limits of indebtedness, the achievement of budgetary objectives and the limitation of liabilities and financial movements under the FLA in a normal situation would also be eliminated
