Protesters gathered in front of the Federal District Legislature on Thursday (24) to protest the bill that extends the Base Hospital Institute to more areas of the public health. The special meeting convened for the badysis of the text must begin at 15:00.
At around 2 pm, the military police estimated the presence of 1000 people in front of the CLDF and there was no trace of riot on the scene. According to the instructions of the Legislative Chamber, 226 people were registered to attend the session in the Chamber's auditorium. According to forecasts, up to 300 vacancies would be open.
The session was scheduled for the auditorium because the plenary, where this type of vote usually takes place, is closed for reform. The chosen space has 700 people and, unlike the plenary, there is no mezzanine open to the public – the "galleries".

The idea of the President of the Chamber, Rafael Prudente (MDB), is to make an urgent process. According to the President, the session should not be left to another day – this does not exclude the possibility of extending it until the early hours.
In one session, the project will go through all the commissions – including health, finance, constitution and justice. When the subject was discussed at the time of the Rodrigo Rollemberg (PSB) leadership, the deputy ministers took three months to appreciate the project.
The fifth session is held during the district recreation. Normally, they do not resume their activities until January 1st. According to Rafael Prudente, the break in the game does not generate costs for the Chamber.
To guarantee the chances of approval, the government had to amend the bill submitted to the district. Previously, the government's intention was to expand the model of hospital institute base at Santa Maria Hospital and UPA. Then the government announced that the measure would be valid for all hospitals, UPAs and Samu.
The third version of the project, which was officially presented to the House, is at the center: it enlarges the UPAS institute and the Santa Maria, Materno-Infantil (Hmib) and Taguatinga (HRT) hospitals.
According to the president of CLDF, Rafael Prudente (MDB), without this amendment – suggested by the deputies at a meeting with the Secretary for Health at the second (21) – the project could not go through the plenary.

At 2:30 pm on Thursday, Judge José Cruz Macedo dismissed the Mandamus warrant requested by Attorney General Fabio Félix (PSOL) to try to prevent the vote. . The parliamentarian deposited the requisition at 11:53.
The judge stated that "in the light of the principle of separation of powers", the judiciary can not interfere in acts committed by other powers, provided that these decisions reflect the obligations of each power.
However, in his decision, Cruz Macedo said "do not consider" that there "is a risk" that the merit of the project be "appreciated and discussed at the special session convened by the President of the House "this Thursday ( case ). He indicated that the rules of procedure of the CLDF provided for restrictions on the imposition of the rite of urgency, "which does not obviate the respect of specific rules regarding deadlines".
