Minister Dias Toffoli, President of the Federal Supreme Court (STF), defended Friday, January 1, at the opening of the year of the judiciary, "rigor and speed" in the determination of the person responsible for the Brumadinho Dam (MG) rupture.
This Friday, the tragedy ends on a week. So far, the authorities have already confirmed 110 deaths and 238 people were still missing.
"This unfortunate tragedy is a painful test of the need for greater agility in administrative, political and jurisdictional actions," said the minister in a speech.
"The Brazilian nation expects the competent authorities to show rigor and speed in the determination of responsibilities, so that effective justice is rendered," concluded Toffoli.

In the speech, Toffoli added that "without justice, there is no social peace".
"In democracies, the balance of the rule of law necessarily pbades through the judiciary, especially by supreme courts, as is the case of Brazil," said M Toffoli.
The minister also said that the Supreme should "promote the institutional balance between powers in order to strengthen the democratic rule of law".
According to Toffoli, corruption is a "deformation of the democratic regime in the contemporary state, to persecute incessantly".
"We must find in the democratic regime the instruments to fight it," said the minister.
Dias Toffoli proposed the celebration of a "new great pact" between the three branches of the Republic, with dialogue and coordinated action in the pursuit of common goals.
According to the minister, the pact involves fundamental reforms, such as social security and taxation. In addition, it includes federal renegotiation, preventing states and municipalities from reaching an unsustainable default.
"It is necessary to think the next day, because there is a certain consensus that such reforms are urgent and necessary for the development of the Brazilian nation," he said.
According to Toffoli, the Supreme Court has been dubiously called to deal with the fiscal responsibility of federal entities and many tax matters of major importance.
As regards the criminal proceedings before the Court, Toffoli stated that he had priority over the judgment and argued that "legal certainty, predictability and consistency must be permanent".
"We must demonstrate our unity and our collegiality, despite the natural differences of a collegiate, which are themselves plurality and democracy," he said.
Toffoli marked for April 10 the trial that should determine if the second-instance convicts can be arrested to execute their sentences. Until now, the Supreme has understood that this possibility does not harm the presumption of innocence, but that the understanding can be changed by the plenary.
