BRASÍLIA – The future Minister of Human Rights, Damares Alves, defended on Tuesday the approval of a bill to guarantee the rights of fetuses while providing for a kind of "purse for rape". The status of the child has already been approved by the House committees, but has been in effect since 2013.
– The most important project we are going to work on is the status of the child. We will establish public policies for the baby in the mother's womb in this country, "said Damares when he arrived at the Cultural Center of Banco do Brasil, headquarters of the transitional cabinet, when asked what was the priority of his portfolio in Congress.
The bill has already been approved by the Social Security and Finance and Taxation Committees of the House. It must still be submitted to the Constitution and justice before the plenary session of the House.
The most controversial point of the pending proposal is the payment of a purse to a raped woman who decides to have her child. The scholarship must be paid by the rapist, but if he is not identified, the money will come out of the public coffers.
In the last vote of the proposal in 2013, the project received the nickname "Stock Exchange for bad". The proposal was reported to the Finance Committee by former MP Eduardo Cunha (PMDB-RJ), currently imprisoned in Curitiba as part of the Lava-Jet operation. The project has a favorable opinion from MP Diego Garcia (PHS-PR) of the Women's Commission.
In an earlier version, the Child's Statute also provided that abortion would become an heinous crime. On this basis, GLOBO reported earlier that the Minister had also defended this point. The paper has already contacted her to clarify her position on the issue.
