Fallout is a franchise defined by the lack of laws. the series takes place in the 22nd and 23rd centuries, with the post-war culture dominating the setting. Survivors see little reason not to succumb to their darkest desires. There is no reason for Fallout 76 to be different, especially when the interaction between the players makes the whole thing a little more chaotic.
