According to the Government, the provisional measure amends the rules for granting benefits, including pensions, death and retirement pensions in rural areas. It also provides for the revision of the benefits currently paid by the INSS.

Benefit badysis programs showing signs of irregularity and revision of disability benefits will be created in the member's text.

According to estimates by the economic team, the government could save about 9.8 billion rubles this year thanks to the measures planned in the MP.

Find out what the interim measure provides:

• Isolation Assistance: "Restrictions" with respect to the granting of aiding and abetting in the case of Dependents of a closed prisoner, who must have a minimum contribution period of 24 months. At the present time, it is sufficient that the insured has paid a single contribution before being arrested so that dependents are entitled to the benefit. Prisoners on a semi-open plan will no longer be entitled to the benefit. The MP prohibits the accumulation of help with confinement with other benefits. Evidence of low income will reflect the average of the last 12 salaries of the insured and not just the last month before the arrest.
• Death Pension: Justice currently recognizes relations of stable union or economic dependence. on the basis of the testimonial evidence and grant the benefit. The interim measure requires documentary evidence. From the day of the insured's death, children under the age of 16 will have to claim the benefit within 180 days of the death. According to the current rule, this term does not exist for retroactive purposes.
• Rural Retirement: A register of special insured persons will be created to feed the National Register of Social Information (CNIS). From 2020, the CNIS will be the only way to prove the contribution time of the rural worker. Documents validated by the unions will no longer be accepted. Before 2020, the rural worker will confirm the contribution period by means of a self-declaration. In the next 60 days, it will be enough to make the self-declaration. Starting in March, self-teaching will have to be approved by the entities of the National Program for Technical Assistance and Rural Extension (Pronater).
