A further extract from the report of the Board of Financial Activities Controls (Coaf) on the unusual banking transactions of Flávio Bolsonaro indicates that he made the payment of a bank certificate of R $ 1,016,839 per Caixa Econômica Federal. Coaf says that he could not identify the favored ones. There is no date or other payment details either.
The document, obtained exclusively by Jornal Nacional, indicates that the elected senator has operations very similar to those of Fabrício Queiroz, his former advisor, although the dates are different.
Jointly in the two reports of the Coaf:
- deposits and withdrawals were made in self-service boxes within the Legislative Assembly of Rio (Alerj)
- operations were in nature,
- values have been split
The new Coaf report badyzes the movements of Flávio Bolsonaro between June and July 2017. There were 48 deposits on behalf of the then MP, now Senator elected by the Rio PSL.
All deposits were the same amount: R $ 2,000 – limit allowed in cash at Alerj ATMs. In total, there were R $ 96,000 in five dates:
- on June 9, 2017: 10 deposits in 5 minutes,
- on June 15, 2017: five other deposits in 2 minutes
- June 27, 2017: 10 other deposits in 3 minutes
- 28 June 2017: plus 8 deposits in 4 minutes
- 13 July 2017: 15 deposits in 6 minutes
The report that badyzed the transactions in Flávio Bolsonaro's account was an unveiling of the first Coaf document. In this survey appeared the movements of the former advisor Flavio, Fabrício Queiroz.
Queiroz moved between January 2016 and January 2017, R $ 1.2 million. He received 59 cash deposits in a fractional amount of R $ 216,000. They would go on his account the same day or a few days after having paid the wages of the servants. Queiroz also released R $ 159,000 from ATMs in Alerj.
Coaf's reports citing Queiroz and Flávio relate to different periods. In the case of the elected senator, most deposits were also made near the pay date in the House.
The Coaf states that it was not possible to identify who made these deposits and that the fact that it is about fractional values raises suspicion of concealment of the origin of the money. This decision is based on the circular of the Central Bank which deals with money laundering: "the carrying out of operations which, by habit, by value and by form, are an artifice to circumvent the identification of those responsible and final beneficiaries, "says the circular.
Suspense of Payback
The Rio Public Prosecutor asked the Coaf to expand the investigation on Alerj's employees as he suspected that they had surrendered part of salaries.
The MPRJ stated that it received raw data from the Coaf and drew up an inventory of facts indicating possible irregularities. It is only after this badysis that people can be investigated.
The hon. Member stated that he had taken care not to disclose anything before the election process, so that no parliamentarian would suffer prejudice. And this gave priority to the facts studied according to the hierarchy of political authorities and servers.
Flávio (19659025) was not investigated, but was able to temporarily suspend the investigation against Queiroz in the Supreme Court, the parliamentarian said.
The senator alleges that the Rio prosecutor's office used the Coaf to create a shortcut and steal control of the judiciary, and that it circumvented the constitutional rules of violation of bank and tax secrecy.
explains that there is no no breach of confidentiality and that the intelligence report of Coaf only shows the movements considered as atypical.
The decisions of the Supreme Court and the Supreme Court confirmed that the deputy can obtain information from the Coaf without asking for a petition from the court, and relies on a decision of the National Council of the deputy authorizing the request for an intelligence report in Coaf.
Based on the badysis of Coaf data, the MP opened 22 investigations against employees and former employees of Alerj. All related to suspicious banking transactions.
The national newspaper asked Flávio Bolsonaro for advice, but did not receive an answer.
