São Paulo State Governor João Doria (PSDB) has pbaded a law banning the use of masks "or any other face that may conceal the face of the person" during demonstrations. In addition, in case of refusal, masked persons may be taken to the police station. The regulation was published in the Official Journal this Saturday (19).
The law was sanctioned by the then Governor, Geraldo Alckmin, in August 2014 and should have been regulated within 180 days, which did not happen. Alckmin then enacted a law that "establishes that there can be no unlawful, ie, hidden, public demonstrations".

The law also provides for the prior communication of minimum 5 days of" events and meetings ", when more than 300 people participate. The organizers must inform of the "nature of the event, estimate the number of participants and time", in addition to the communication of the route forecast.
When communicating the act to the police authorities, a form containing the following information should be sent to the Public Security Secretariat: "the knowledge that the organizers have of the prohibition anonymity, the use of masks or any other facade of the person's face ".
The text of the regulation says that the refusal to show the face "could characterize the crime of disobedience", "hypothesis in which the person may be driving to the police station for identification."
If the person is without documents, the law states that the police officer may "contact his or her parent, caregiver and even his employer, as well as request his or her appearance at the police station to present a valid identity document."
