SÃO PAULO – Ibovespa started the week in negative territory, losing the level of 95,000 points, under the pressure of the losses of Petrobras (PETR4), Vale (VALE3) and of its banks. Abroad, the day is cautious, the main US indices trading roughly stability, while investors expect a new round of negotiations between China and the United States.

Between today and Wednesday, Chinese and US officials will hold preliminary talks on an agreement to end the tariff war. The meetings will pave the way for Donald Trump's high-level government mission to meet with a Chinese team in Beijing on Thursday and Friday. The truce between countries runs until the end of the month and, in the absence of agreement, the highest tariffs applicable to Chinese products will come into effect on 1 March.

Still in the United States, the interim law that suspended the closure of the Trump government ends Friday (15) and a new judgment is on the radar of investors, Democrats and Republicans seem far from agreeing for to build a wall on the border with Mexico – a situation that stifles the agreement

Iron ore has climbed up to 8% (maximum exchange permissible) to the Dalian Stock Exchange, its highest level in addition to one year, following the repercussions of the Brumadinho disaster and developments involving Vale [19659005] Demand for ore remains strong after the recent Vale disaster in Brumadinho (MG) and subsequent effects on the production of the Brazilian miner. The supply tends to be limited at least in the short term because most of Vale's ore shipments are destined for China.

Do not wait for social security.

The health of President Jair Bolsonaro, the negotiations to put the social security reform vote and the new controversy involving the PSL are also on the radar of investors.

The Folha newspaper of S. Paulo reveals that an orange candidate would have received $ 400,000 of public funds in the 2018 elections. This makes him the third-largest beneficiary of PSL funding in the entire country – more than President Jair Bolsonaro himself and MP Joice Hbadelmann (SP), with 1.079 million votes. 1 – In reais ( K – Thousand | M – Millions | The Speaker of the Chamber of Deputies, Rodrigo Maia (DEM-RJ), said Friday (8) that changes in the social security rules of the military will be treated alongside the reform of the general social security system. "It's a week, next week or next week," he said. Maia also reiterated his intention to complete the vote on reform by June 2005.

The MP said he would continue this week with the agendas with the governors in order to discuss changes to social security. It negotiates a package of aid to states in exchange for support for the approval of pension reform. Maia proposes to raise $ 3 billion to $ 8 billion from the transfer of resources from the Union to the states in 2019, in repayment of the Kandir law.

The agenda should also include state debt securitization projects (type of debt sale by means of bonds), extending from 2024 to 2028 the time limit given to states and to municipalities to withdraw their precatórios (recoveries of public debts from citizens or companies after judicial conviction), better access to the rescue program of the federal government short-term financial badistance.

Meanwhile, the economic team is preparing for the battle for the minimum age of retirement, a controversial point in the reform proposal presented in the press last week.

In addition to life expectancy, which is higher for women, the economic sector has collected data on the wages of the youngest to show that income inequality between men and women has decreased rapidly in recent years. While men aged 50 to 59 earn on average 41.7% more than women of this age, the gap increases to 6.5% in the 15 to 19 age group.

According to counsel for the newspaper Valor Econômico, Bolsonaro argued that the reform should take into account the country's regional differences. It is for example difficult to establish 65 years in Piauí, where the life expectancy is 69 years.

Do not wait for social security. According to Valor Econômico, Bolsonaro believes that the minimum retirement age, set at 62 for men and 57 for women, will be more easily approved. Jair Bolsonaro completed two weeks of hospitalization yesterday and presents "a good evolution," according to doctors, and the president said, in an interview at SBT, that there is expectation that he leaves the hospital on Tuesday

. His return must be marked by the attempt to unite a fragmented government, with unrelated proposals and with his own agendas, which developed during his stay at the hospital. In addition, Bloomberg reports that the movement of MP, General Hamilton Mourão, seeking to occupy spaces within the government, has had disadvantages for the core of the family and for advisers Bolsonaro.

The controversy involving his party, the PSL, takes a breather this week after the Folha newspaper in São Paulo revealed that an orange candidate would have received $ 400,000 in public funds in the 2018 elections. This makes it the third largest beneficiary by the PSL budget across the country – more than President Jair Bolsonaro himself and Representative Joice Hbadelmann (SP), with 1,079 million votes. Candidate Maria de Lourdes Paixão, officially candidate for the federal deputation, obtained only 274 votes

Gustavo Bebianno, Minister of the General Secretariat of the Presidency, denied having been responsible for the decision to transfer the values.

Meanwhile, in Congress, pay attention to the negotiations around the command of the main standing committees. The CCJ (Commission for the Constitution and Justice) is one of the most strategic for the reform of the social security reform proposal and its main candidate is Senator Simone Tebet (MDB-MS).

The US indexes operate in conditions close to stability while waiting for news of the trade war between the country and China.

European stock markets closed on the rise, also on the prospect of a second round of talks between China and the United States. The Chinese stock market returned from holidays that maintained its activity for a week with a strong upward trend, while the Japanese index fell by 2%.

In the oil market, expectations of China-US trade and fears about the growth of global economies put pressure on prices.
