Delays in salary payments have been constant since February 2016. The situation has worsened over the last year. Since the month of December, the thirteenth salary has not been fully paid to servers that receive more than R $ 5,000. According to the Forum des Servers, 140 million rand are missing to complete this file. The same amount is applied to October. It still requires R $ 900 million to pay the last two monthly statements and about R $ 270 for the remainder of the thirteenth day of 2018 – 40% of that salary was paid in June.

The amount payable in salaries represents half of the resources that the government still intends to increase this year. The estimate in the budget was 12.2 billion rand. According to the transparency portal data, R $ 10.04 billion was collected until early November. This represents an achievement of 81.86% of estimated resources.

In total, at least 1.5 million state servers in Brazil may not have the 13th at the end of the year. In Rio Grande do Norte alone, there are 112,000 active and inactive civil servants. For the second year in a row, Rio Grande do Norte is one of five Brazilian states with the risk of not paying the 13th official in December.
