The São Paulo City Council approved Wednesday (26), in the second vote, the pension reform of municipal employees. There were 33 votes for and 17 against. The text follows now for the sanction of Mayor Bruno Covas (PSDB).
The proposal, drawn up by the executive power, provides for an increase in the contribution rate of civil servants from 11% to 14% and the creation of a supplementary pension system for new workers remunerated above the ceiling of R $ 5.6. thousand
The text evaluated by the Legislative Assembly is however not the same as the one that had been discussed since the beginning of the year. At the last minute, the management, Bruno Covas (PSDB), sent a replacement with two main amendments, which proposed to review the thematic committees.
One of the most controversial points was taken from the text during the discussion of the first round: Article 29 authorizing the mayor to use the resources of concessions and privatizations for, if necessary, pay pensions.
This point breaks a promise of former mayor João Doria (PSDB) that the money raised through stabilization would not be used to pay the public machine.
After approval, the servids decided to go on strike from 4 January.
The vote was marked by demonstrations contrary to the proposal. Outside the chamber, the Metropolitan Civil Guard used tear gas, pepper spray and rubber bullets to disperse protesters. Clashes took place, grilles around the building were broken and people were injured.
Protesters, most of them city officials, also launched objects on the guards.
Military police were fired guards. According to the Prime Minister, through his press office, the police did not participate in the confrontation and did not have information about the detainees.

At the time, the Metropolitan Civil Guard was activated to remove the protesters from the plenary session. City Councilor Eduardo Suplicy (PT) was placed between the officers and a servant during his withdrawal from the plenary. The meeting was adjourned and the public hearing resumed.

The public hearing became paralyzed because of an argument and jostling that began among advisers Fernando Holiday (DEM) and Toninho Vespoli. Holiday attempted to interrupt the speech of Councilor Samia Bomfim (PSOL), saying that she had exceeded the deadline. GCM intervened and the debate resumed.
Because of the controversy, the PL procedure was repeatedly delayed throughout the year and was marked by clashes. In March, a demonstration ended with police repression and injured teachers. Since then, city councilors and union representatives have been trying to get the vote pbaded.
