The Municipality of Rio published Thursday (20), in the Official Gazette of the municipality, the suspension of the collection of the tolls of Linha Amarela, towards Fundão. City Council says Lamsa, which manages the road, has launched irregular charges totaling more than $ 200 million.
The release of the toll can take place even in the afternoon of this Thursday and, according to the town hall, the dealer has already been informed of the opening of the Fundão circuit gates.
A commission composed of members of the Ministries of Transport, Infrastructure and the Comptroller General of the municipality controls the expenses of the concessionaire. And the commission discovered undue accusations. Excessive spending includes signage, about R $ 60,000.
Mayor Marcelo Crivella said that a fair solution to help Linha Amarela users to pay undue fees would be to release the toll in the direction of Fundão, within a period of 19 months. But these delays can always be increased or reduced, because it depends on the number of vehicles on the road.
At present, 90,000 vehicles use the Yellow Line on a daily basis, or 41,000 for Fundão. If this number increases or decreases, the duration of the suspension of the collection may be modified.
"The yellow line has accounts that need to be reviewed, and the city government has been reviewing this for six months, providing opportunities, including for Lamsa's clarification requests and responses to our inquiries. Barra – Fundão has been open for 19 months, maybe this period will increase slightly or decrease slightly depending on the number of cars that will pbad there, for example. But the amount refunded will be about 200 million R $ to users with the no cost, "said Crivella.
The mayor also stated that during the audit, the commission had discovered work done in the past, which had resulted in a toll and an extension over time, as well as errors in the values.
"Thus, returning to the values that should have been billed at the time and updating them has made this difference of R $ 200 million," said the mayor.
Lamsa, who heads Linha Amarela, said that he repudiated the unilateral and irresponsible attitude of the mayor of Rio and that he would challenge the decision in court. The concessionaire claimed to have strictly complied with its concession contract for 21 years and that the town hall's position violated the terms of the concession contract.
