Discrepancies between members of the commission that badyzes the National Common Program Basis (BNCC) at the National Board of Education (CNE) may terminate the approval of the document. On Monday 2, the chairman of the committee at the time, Cesar Callegari, defended the return of the text to the Ministry of Education (MEC), on the grounds of "insurmountable flaws". He also resigned as chair of the committee.
The BNCC in high school – a document that outlines learning goals for all schools in the country – was presented in April by the government and goes through a discussion phase and public hearings . The MEC was to be approved in December. Even members of the committee who do not agree with the critics no longer believe that this deadline will be respected.
One of the reported problems is the fact that the text only describes Portuguese language and mathematics as disciplines. The rest – like chemistry, biology or history – should be taught in a shared way with other areas. There are also complaints because the MEC does not say how schools should offer the elective part of the new high school, provided by the law pbaded last year. The document is "partial and incomplete", according to Callegari.
"The councilor presented considerations that will be evaluated by the others," said CNE President Eduardo Deschamps. He temporarily took over the commission. The council will elect a new name for the office today, which will define how the application will be evaluated. The committee meets again on Friday.
According to Deschamps, the schedule of public hearings is maintained – Thursday will be the next, in Fortaleza. In São Paulo, in June, one of them was canceled because of protests. Protesters opposed to the document invaded the venue and prevented the meeting. "It's not good to discuss these kinds of things: there's proximity to elections, leaders with months of tenure, no legitimacy for something so important," Callegari says.
Wanted, the MEC refused to comment on the criticism. The high school text has been separated from the Basic and Infant Education Foundation, approved in 2017. The information is from the O Estado de São Paulo newspaper.
