The Justice of Rio de Janeiro sentenced the former state governor, Rosinha Garotinho, for administrative irregularity because of a health fraud at the time when he exercised command. The decision, first instance, made public Tuesday (8) was signed December 19.

In this same case of improbity, Garotinho had already been convicted, in a decision confirmed at second instance last July. He also became ineligible for 8 years.
The conviction stems from the illegal outsourcing of the Pró-Cefet Foundation, with waiver, to the management of the "Health in Motion" project, which cost public coffers 234 million rand. According to the court, the contract was possible only because Garotinho, as secretary, intervened to have the contract in place with the Public Service School Foundation (FES), which was administering the project, thus opening the way to the fraudulent agreement with Pro -Cefet.
