Municipal housing policies have reached fewer people, according to a survey conducted by the profile of Brazilian municipalities, Munic 2017, of the Brazilian Institute of Geography and Statistics (IBGE), released Thursday (5).
Between 2011 and 2017, the proportion of city-dwellers with housing construction policies increased from 84.2% to 80%.
In six years, the proportion of residents in municipalities with a supply of building materials (from 27.4% to 20%) also decreased, offering lots (from 25.3% to 15.9%) and colonies (from 51.3% to 41.5%).
According to IBGE, the recent period, mainly between 2015 and 2016, was marked by cost containment. This may have reduced municipal investments in the housing stock.
The only exception to an initiative that has hardly changed between 2011 and 2017 has been land regularization, which requires less funding from the executive branch.
In addition, another issue that may have influenced the results is that the survey was applied in 2017 for many mayors who were in their first year in office. The previous edition of 2011 was answered by managers in the third year of their term (elected in 2008).
More than 60% of municipalities (3,374) had irregular allocations in 2017. Six years earlier, this number was close to – 3,025.
The survey also revealed that 952 municipalities (17 , 2% of the total) have favelas, mocambos, stilts or the like – a total of nearly 18% higher than that observed in Munic in 2011, when 807 prefectures reported the existence of favelas. The largest increase was in the northeastern states. The number of cities in the area with this type of housing increased from 254 to 374.
The occupation of land or buildings by housing movements was recorded in 724 municipalities (13%) in 2017. This type of housing was not verified by Munic from 2011.
Still on the 2017 survey, the situation observed less frequently was the existence of housing houses, houses or houses. of pig heads, verified in 684 communes (12.3%). The number remained virtually stable compared to 2011, when there were shanty towns registered in 633 cities.

The municipalities of the Northeast and Southeast are the least endowed with municipal housing plans – 30.1% and 32.8%, respectively. In the South, most (more than 60%) have already made this document.
