BRASÍLIA – Excess billing, payment of bribes, auction fraud, corporate cartel. In the list of the 20 most important financing contracts signed by BNDES and which are now active, that is to say the balance of which must be paid to the public bank, ten are linked to billionaire works under investigation of projects corruption .

The contract signed by the bank in 2012 with Petrobrás for the modernization of the refineries Getúlio Vargas (Repar), Plbadto (Replan) and Duque de Caxias (Reduc)), of Petrobrás. The works, which are targeted by the Lava Jato operation in 2014, have benefited from loans valued at R $ 6.69 billion.

Norte Energia, concessionaire of the Belo Monte hydroelectric power plant in Pará, owns four of BNDES '20 largest outstanding contracts, for a total amount of 11.2 billion rubles. The works of the factory, which are not yet completed, are the subject of investigations by Lava Jato, which relate to charges of bribes and cartels.

Two projects of the Petrobras Associated Gas Company (TAG) are also the subject of investigations. In the Amazon, the construction of the Coari-Manaus gas pipeline, which received 2,499 billion rubles from BNDES, was targeted by at least 26 irregularities found by the Federal Court of Auditors and Lava Jato's hearings. The investigations also revealed problems in the work of the Cabiúnas (RJ) – Catu (BA) pipeline, which received an additional $ 2,214 from the development bank.

Wanted by State to comment on the status of the work of its main financing contracts, the BNDES did not position itself before the closing of this report. Petrobras said collaborating with the authorities who are leading the Lava Jato operation and that the Federal Public Prosecutor and the Federal Supreme Court have acknowledged that she was "the victim of the crimes revealed" until now. "She is therefore very interested in clarifying all the facts and the company will continue to take the necessary measures to obtain adequate compensation for the damage caused to her," he said.
Norte Energia declined to comment. The Rio government has not positioned itself either. Eletrobrás, owner of Eletronuclear, said that the state company had honored its commitments to pay the loan to Angra 3 and had "repeatedly tried to renegotiate the terms of payment of this loan, but to no avail ". According to the company, the BNDES "accepts a revision only by guaranteeing the completion of the work".
